Option 2
This option is when you have the power in your hands. Get yourself a dedicated server and install Icecast on it. Icecast is a free software that allows you to create multiple streams for your radio. Then when that is set up you can set it up with Sam Broadcaster. A windows based program that will save you TONS of time and would connect you to Icecast on your server which later on will be heard by the listeners worldwide.
